Fiscal Manager, Pinellas County Sheriff's Office

Under the general direction of the Assistant Director of Fiscal Affairs, the primary focus of this position is to provide professional division level oversight with responsibility for planning, supervising and budgeting assigned resources to achieve bureau and agency objectives. Specifically, this position will be responsible for the agency budget function, payroll function, contract review, grant reporting, monthly and annual financial filing, year-end financial statement and audit function, administrative banking functions, revenue tracking, accounts payable and accounts receivable functions, Secondary Employment function, 501(c)(3) chartable organization accounting and IRS filings, sales tax returns, financial system updates and date maintenance, Inmate Accounting, Misdemeanor Probation accounting, and the accounting related to the Individual Depositors Accounts and the Health Insurance Trust. Work is reviewed through observation and results obtained. Specific job duties determined by assignment.

Qualifications:

  • Graduation from an accredited college or university with a Bachelor's Degree in Accounting or Business Administration, Public Administration or related field
  • Five (5) years' related experience
  • Two (2) years' supervisory experience
  • Or equivalent combination of education and experience
  • CPA or GFOA designation preferred

    Pay Range: $75,468 - $120,748/Annually


    Fiscal Technician, Pinellas County Sheriff's Office

    Under the general direction of an Accountant, performs routine and responsible general accounting work dealing with the processing and recording of financial transactions for funds received or disbursed. Transactions involve budgetary accounting, financial accounting, and reconciliation of various accounts. Daily responsibilities include review of expenditures and resolution of purchase order issues; preparation of journal entries and cash receipts; running reports and printing checks. Additional evaluation is based on successful assistance to other fiscal staff and to bureaus throughout the agency. Work is reviewed through observation and results obtained.

    Qualifications:

    • High School graduation or equivalent diploma from an institution accredited by an accrediting body recognized by the U.S. Department of Education (DOE) or licensed as a degree granting institution by the Commission for Independent Education
    • One (1) year related experience processing invoices for payment using a financial system preferred
    • Or equivalent combination of education and experience
    • A minimum score of 75% on a written fiscal examination and Excel test

      Pay Range: $39,720 - $63,551/Annually


      Finance Director, City of Gulfport

      Highly responsible administrative and supervisory work in directing and coordinating all financial affairs of the City.

      Essential Job Functions:

      • Manage and direct the fiscal management of the City, including revenue forecasting, collection and disbursement of funds, accounting, financial reporting, auditing, and investments of funds. 
      • Assist the City Manager in preparation of the operating and capital improvement budgets; estimate anticipated revenues; assist in review proposed budget allocations; conduct complex fiscal analysis and prepare related reports. 
      • Manage and participate in the City’s annual finance audit; work with the City’s independent auditor, assume the responsibility for the development of the City’s Annual Comprehensive Financial Report (ACFR). 
      • Supervises accounting staff, while supporting all accounts payable, accounts receivable, payroll, investments, purchasing, fixed assets, grant accounting compliance and city-wide inventory activities. 
      • Thorough and complete knowledge and understanding of governmental accounting principles and procedures including Generally Accepted Accounting Principles (GAAP) and Government Accounting Standard Board (GASB) statements. 
      • Thorough knowledge and experience in preparing a capital improvement program, municipal budget, financial reporting, month end close, and internal controls. 
      • Knowledge of laws and regulations governing municipal financial accounting. 
      • Knowledge of the City Charter, statues, ordinances and regulations governing accounting and fiscal activities of the City. 
      • Knowledge of modern office practices, procedures, methods, and equipment including computerized municipal fund accounting systems. 
      • Ability to maintain detailed financial and accounting records, prepare and administer large and complex budgets, prepare clear and concise reports. 
      • Ability to attend night meetings, events or activities outside normal business hours.

      Pay Range: $97,469.90 - $147,051.30/Annually
